ReplyDeleteNFPE and FNPO are going for indefinite strike from 13th July onwards based on a charter of demands. As there is no hope of department will recognise us we must join them and wholeheartedly participated in the strike. Our following demands should also be included in their charter of demands
1) Upgradation of GP of IP and ASP
2) Review of work load of IP/ASP establishement in each circle and to create justified posts
3) To provide clerical and group-D establishment in the sub division
4) Separate inspection team for inspecting post offices

At the time of increasing the GP of IP/ASP, what about the PSS Group ‘B’ cadre, which is already suffering from erosion of authority due to the ill-treatment in fixing their Grade pay and keeping them in Pay band -2.
Earlier, the PSS Group ‘B’ officer as Divisional Head is the disciplinary authority for minor penalties in respect of ASP and IPs. This was necessary to bring in order in the administration. After conferring Gazetted status, the disciplinary power has been given to the Director, and the SP, who was stripped of the disciplinary power could not get the things done. Now, the IP, after having been adorned with the Gazetted status, is answerable to the Director, who was the appellate authority earlier and not to the SP, who was the disciplinary authority.
Having striped of all power of control, how can the SP manage his division? It will give ample scope for potentially head strong people (read IP/ASP)to defy the orders and instructions of the SP. Does the DOP want such a situation in the department, which is unable to ensure quality service despite launching of Project Arrow etc.
Where does the solution lie? Upgrade the status of the Divisional Head in Group ‘B’. Without up gradation of the status of the Divisional SP by granting them appropriate Grade pay, the merger is of little use for good administration. Already, the road is paved for the degeneration of the Divisional Authority, and of course the causality is not the Divisional Heads but service, efficient service to the people at large. Which way the DOP wants to go? What we need is loud thinking and foresight

What is the time limit given for the respondents to file their reply?

Almost all blogs of the Association (Circles and CHQ) are keeping silence over the issue, as if every thing is all right now or they are not concerned about our problems. All are being annoyed very much. We may take a decision to desert the All India Association of ASPOs and IPOs.
ReplyDeleteYesterday there was an article published in Orissa Circle blog "Dept. of Post - Going which way?". It seems that CS of Orissa circle also has lost his hope and he has no influence in CHQ organisation. The proposal for Grade Pay upgradation was submitted by the Association to the Dept. on 05.04.2010. Is the job of the Association was to submit the proposal only, and not to monitor the progress. Even the GS of the Association is not aware of the reason for non submission of the file to MOF or the proposed period for submission.
If the NFPE and FNPO unions may give the Strike notice fron 13th July,2010, why we are keeping silence over the Grade pay issue. Can we not show some protest ?
In our view, the Association is not in favour of Upgradation of Grade Pay of Inspectors and they are simply befooling the young Inspectors pretending some action from their side. Support from the members should not be taken as granted.
In Kerala Circle, Sri Permanand kumar has already resigned from the working committee of the Kerala Cirle and also from the primary membership of the Association. He filed a CAT Case No.381/2010 at Ernakulam Bench and notices have been issued to the Respondents. Many members have not given their acceptance letter for their membership. After the membership verification process, the number of members has gone down drastically. Hence, The purpose of the Association to keep their members as mute spectators will not fulfill in any way. Some strong action against the Association may be expected by the members throughout India, soon.
It's high time for the Association to show it's activeness.

Dear Anonymous(Mera Bharat Mahan), I invite the attention of all our cadre memebers to the comment because of the only reason that "without the clear forsight, we can not demand anything. (one clear example is separate cadre of ASP(not at all there in any other dept like CE, Incometax, CTBT etc) which was demanded and got by us in the earlier days and now becomes hurdle for all IP comrades to get the GP of Rs.4600/- )do u agree?? If we blindly demand the hike in GP, the file will dancing here and there only. NO matter what the reason, we should clearly thinking about he future while demand anything which is comparable to something, atlast, we would also become SP/SSP one day. isn't it. Likewise, the disciplianry power is must one for any cadre controlling authority including IP/ASP also. If you are honesh, don't use that. But if the situation warrants, then without the power, you can'not control the situation and invite unnessary remarks from higherups. SO plllease don't take the points in other way. Try to achieve by collective wisdom. Thank. u.

ReplyDeleteI DON'T agree with you as ASP is hurdle for GP of 4600 to IPOs.Both IP/ASP can be merged and both will be benifited. But some hurdle is being created by soem peples in DOP.
Yes I agree, The ASP cadre is becoming hurdle for the hike in GP of IP. Atleast,now we should go in line with other departments of Central Govt (IT/CE tec) in the cadre structure so that no anomoly will arise in the 7th pay commission. Plese merge the IP and ASP cadre.

Govt. is a model employeer, and they must consider our grivances positively in our interests in the interests of Deptt. and in the interests of GoI as well as people of India. We should keep our spirits up and fight to our fullest power and at last we should use third degree as strike. Show our importance by our deeds. Hope to get 4600/- G.P. to I.P.s and all other benefits to all of us within 6 months.

In this regard, my opinion is not to show any deed (don't work)which will automatically show our cadre strenth to the department higherups. If we don't perform, then who will perform???. Hence partcipating in the strike or non cooperation movement is the only solution to achieve our goal (hike in GP of IP to 4600).
Dear friend though there are a lot of means of communication/correspondence like mobile, telphone, e-mail etc but the most important is writing material which is carried out by postal deptt. whether I.B., RAW, CBI, Indian Forces, Para-military forces and other Govt. machinary in addition to civilian elements depend upon postal department for their working. on the basis of same files are moved from a place to other. strike may put a challenge to national security and public interests. we may affect the working and all mentioned above. except the matter of natin security and public interests we may affect govt. machinery in first phase of our decided actions. if not agreed we may extend our parameter. Unity means one minded let one Sh Permanand or other body deal as leader and all should follow. all the demands may not be accedpted at a time. let first the easier one be fulfilled then go for second. dont show different opinions. ReplyDeleteIf the govt is so much concerned and confer so much importance to the postal department, then why is it doing injustice to the Ips of the postal department by not upgrading their GP to 4600 as is done to analogous CBDT/CBEC inspectors? Mr Anonymous (June 6, 2010 11:03 PM), please respond. We need to show our importance to the dept by nin-cooperation. Let them realize what we do. We waited patiently for the last 7 months, but outcome isnil. Now we need to take drastic steps. Strike is the only and correct option

Assistant in CSS cadre is the most powerful lobby as there are a lot of cooperation among them as Assistant, S.O., Under Secretary all support one-another if needed. They avail themselves all the facilities available in Govt. rules even by interpreting in their interests. they remained on hunger strike for about two months by deputing one assistant one day by going on C.L.

I can understand your situation sometimes I think "are we slave to our own Govt. earlier we were to Britishers. So let us all go for strike and let the dept realize our importance. We are fighting for our injustice.

Nobody knows for sure, what happened in the PSB meeting. There is no official information about it. If at all the rumours about postponement of cadre merger is true, then it is only one of the delaying tactics of the Administration, with support from some association office bearers.
ReplyDeleteDept. and Association office bearers want some reason to delay the issue and now CAT case has come handy for them.Why blame Permanand for this?
Even without the CAT case, nothing would have happened, I believe. May be some proposal will be mooted by Directorate, which will be opposed by a section of ASPs, which will again put the issue in deadlock. Thats all.
There was ample time to the Administration to take a decision on this issue. They deliberately sat on the issue and after knowing that case has been filed, they convened a meeting for fomality and cite the case as a reason to put the issue in back burner again. All these with the tacit support of the Association. "Long live" this ASP/IP Association.

ReplyDeleteWe have already waited for months. CAT has given 8 weeks time for reply out of which 5 weeks are gone. Lets wait for the remaining time to see what happens in the next sitting, probably in the second week of July.
Why blame Permanand for the delay? He did only for a common cause, that too after many IPs pledged their support to him for filing the CAT case.

The CAT case does not prohibit merger of Ip/ASP cadre. It only seeks GP of 4600 for IPs as has been done to CBDT/CBEC inspectors. So if the PSB decides to merge IP/ASP cadre then the IPs will get 4600 GP and the case will beome null and void.

ReplyDeleteThanks for the discussions and comments. I would like to say following things :
(1) We waited for almost six months after the MOF OM dated 13.11.09 for some concrete action from the Dept./Association.
(2) We moved to CAT only after the rejection of Dept's second proposal by MOF. Rejection was expected as combined proposal was sent again to MOF. We were disappointed by the passive attitude by the Association / Dept. towards the Grade Pay hike of Inspector Posts even after the General body meeting of the Association on 3rd April'2010.
(3) There is no hurdle for the Dept. to take any step regarding Grade pay hike of Inspector Posts, such as merger of IP and ASP, as we have only demanded GP of Rs.4600 for Inspector Posts and nothing has been mentioned about merger of any cadres in the OA 381/2010 filed at Ernakulam Bench. More over the first respondent in the OA is Secretary, MOF.
(4) It is for the Dept. to decide as to how the upgraded Grade Pay of Rs.4600 has to be given to Inspector Posts. As far as the equal grade pay to Inspectors and ASPOs are concerned, it is to mention that in CSS, Section officers and Assistants were at the same pay scale of Rs.6500-10500 for almost two years(Sept'06 to Aug'08), till the finalisation of the issue. Why not in our Dept., the equal Grade pay issue may be sorted out after giving GP of Rs.4600 to Inspector Posts ? Either the Association or the Dept. is not willing to sort out the issue for their own reasons which may be suitable for their cause.
(5) Inspector Posts, after the Grade Pay hike of Inspectors and analogous posts in CBDT/CBEC and Assistants in CSS, are feeling degraded. we are demanding higher grade pay not just for higher salary but for equality with our counterparts in CBDT / CBEC and Assistants in CSS.
(6) We are fighting for the equality with our counterparts in other Departments since long. We should appreciate the move taken by Sri Jayantha of Karnatka Circle, who filed a CAT case in 2006 at Bengalore bench (424/06). At that time also the Association was a mute spectator. It was our fate that, the case was disposed without any decision as the 6th CPC was constituted.
(7) At last I would like to say that no action is perfect. It is the result and time, which analyse the action. We did as we thought correct at that time. We have no regret for the action we have taken.

We appreciate your efforts for GP upgradation of Ips to make them at par with CBDT/CBEC inspectors. It is indeed humiliating for us that we have been treated as second class even though recruited through same examination and 6th Pay Commission also declared that Inspector of Post is analogous to CBDT/CBEC inspectors. But the questionis what should we do now? How to convince the directorate/PSB that the OA filed in CAT does not prohibit the dept from merger of IP/ASP cadre? Please think over it and let us know your views.
